About

Richard Hawkins joins the University of Calgary this year as Professor and Canada Research Chair (Tier 1) in Science, Technology and Innovation Policy. He is also Senior Fellow that the Center for Innovation Studies (THECIS) and Senior Associate Scientist with the Innovation Policy Group at the Netherlands Organisation for Applied Scientific Research (TNO).
Dr Hawkins is a political economist specialising in information and communication technology policy issues, he holds BA and MA degrees from Simon Fraser University, and a DPhil from the University of Sussex (UK). Before coming to Calgary Dr Hawkins was Leader of the Network Economy Programme at the Netherlands Organisation for Applied Scientific Research (TNO) and Senior Consultant to the TNO Society, Technology and Innovation programme. Prior to this he was Senior Fellow and Lecturer at SPRU - Science and Technology Policy Research, at the University of Sussex.
In addition to academic work, Dr Hawkins has extensive international experience as a policy consultant and advisor. Clients have included the European Commission, the OECD, the World Bank, the UK Department of Trade and Industry, the Dutch Ministry of Economic Affairs, the European Science and Technology Observatory, the European Committee for Standardisation (CEN), the UK Office of Science and Technology, the International Labour Organisation, the Italian Communications Regulatory Authority, the London Metropolitan Police Service, and the British Standards Institution.
